International Conference on Educational Technology and Online Education 2026 (ICETOE 2026) is a prestigious academic event hosted by Ho Chi Minh City Open University, a member of the Asian Association of Open Universities. It serves as a dynamic platform for educators, researchers, policymakers, and industry leaders worldwide to exchange ideas and collaborate on the evolving field of online education.
ICETOE 2026 aims to rethink and transform the design, delivery, and impact of online education in response to quickly advancing technology. The conference focuses on fostering innovation, ethical practices, and inclusivity in digital learning by bridging theory, practice, and policy.

ICETOE 2026 will take place from 26th to 27th November 2026, at 97 Vo Van Tan Street, Xuan Hoa Ward, Ho Chi Minh City, Vietnam, as a hybrid event with both in-person and virtual attendance options. About HCMCOU
Ho Chi Minh City Open University (HCMCOU) was founded in 1990 as a public institution with a focus on open, equitable, and practice-oriented education. The university’s mission is to expand access to higher learning and strengthen workplace competencies through flexible and effective methods.
In 2025, HCMCOU ranked in the 1,201-1,500 band globally in THE World University Rankings and the 701-750 group in the QS Asia Rankings. In 2020, it was among eight nominees for the “Times Higher Education Awards Asia.” The university operates seven campuses with nearly 35,000 undergraduate students, 1,195 graduate students, and 832 staff members. It earned institutional accreditation from Vietnam’s MOET in 2017 and renewed it in 2023.
A member of ICDE, QM, AAOU, AUN, and SEAMEO-SEP, HCMCOU also participates in Erasmus+ projects (three KA1 and five KA2). It offers multidisciplinary programs across 13 faculties and schools, including business, economics, engineering, technology, social sciences, and humanities. These include 32 bachelor’s programs, 12 advanced bachelor’s programs, 17 online bachelor’s programs, 12 master’s programs, 8 doctoral programs, and 12 international joint programs. All programs meet national and international accreditation standards.
HCMCOU is among Vietnam’s top 10 universities in Web of Science publications. In 2024, it ranked 16th nationwide and 410th globally in the SCImago Institutions Rankings.
About ELO
The Center for E-learning (ELO) of Ho Chi Minh City University, established in 2016, embodies the university’s mission to expand open education, ensure equal access to higher learning, and enhance professional competence through flexible, effective methods. ELO delivers accredited online bachelor’s and engineering programs, currently leading the nation with 17 academic disciplines.
Programs are developed in line with the ELITES principles, the ADDIE model, and the U.S.-based Quality Matters standards, ensuring academic rigor and a learner-centered approach. Training is deployed on advanced technological platforms and supported by a broad partner network, providing convenience and timely assistance.
Over nearly a decade, ELO has enrolled 34 cohorts, serving about 25,000 students and producing 3,000 graduates. Its credibility is affirmed by strong community trust and growing enrollment.
In 2021, ELO launched the Vietnam Massive Open Online Courses (VMOOCs) platform, offering free online courses to promote lifelong learning and community capacity building. To date, the platform has developed 112 courses, attracting thousands of learners.
Through innovation and commitment, ELO continues to shape Vietnam’s digital learning landscape and foster a learning society.
