About the International Conference on Educational Technology and Online Education 2026 (ICETOE)
The International Conference on Educational Technology and Online Education 2026 (ICETOE) is a distinguished academic forum devoted to advancing knowledge, fostering innovation, and sharing effective practices in the continually evolving domain of online education. Since its inception, ICETOE has sought to provide a collegial space where educators, researchers, policymakers, and industry experts from around the world may engage in thoughtful dialogue and collaborative inquiry aimed at shaping the future of digital learning.
ICETOE is organized by Ho Chi Minh City Open University (HCMCOU), a committed member of the Asian Association of Open Universities (AAOU). This affiliation reflects a shared dedication to promoting regional and international cooperation in open and distance education, as well as a steadfast commitment to enhancing the quality, accessibility, and inclusivity of online education.
The mission of ICETOE is to encourage scholarly research and practical solutions that respond constructively to the opportunities and challenges presented by technological progress. It serves as a platform that brings together a diverse community, ranging from academic scholars and instructional designers to technology developers and educational leaders, to bridge theory, practice, and policy in ways that enrich and transform online learning.
The scope of ICETOE encompasses a broad range of interconnected themes, including emerging educational technologies, the role of artificial intelligence in learning, digital pedagogy, assessment frameworks, data-informed practices, ethical considerations, and innovative models such as MOOCs and hybrid learning. The conference welcomes educational and technological approaches and recognizes the importance of addressing the complex and varied contexts in which online education operates.
Beyond formal sessions, ICETOE fosters a vibrant network of participants dedicated to advancing online education, offering opportunities to exchange ideas, build partnerships, and pursue shared educational goals.

About Ho Chi Minh City Open University

Ho Chi Minh City Open University (HCMCOU) (https://en.ou.edu.vn/), established in 1990, is a public higher education institution with a mission to implement open education, ensure equitable access to higher education, contribute to a learning society, and improve learners’ knowledge and workplace competencies through flexible, convenient, and effective learning methods. Our vision is to become a multiversity focusing on open, practice-oriented, and advanced education.
In 2025, HCMCOU was ranked in the 1,201–1,500 band globally in THE World University Rankings, and placed in the 701–750 group in QS Asia Rankings. In 2020, we were honored to be among eight universities nominated for the “Times Higher Education Awards Asia”. The university has 7 campuses, nearly 35,000 undergraduate and 1,195 graduate students, supported by 832 academic and support staff. We were institutionally accredited by MOET in 2017 and renewed in 2023.
We are proud to be members of open education and quality assurance organizations such as ICDE (International Council for Open and Distance Education), QM (Quality Matters), AAOU (Asian Association of Open Universities), AUN (ASEAN University Network), and SEAMEO-SEP (Southeast Asian Ministers of Education Organization – Sufficient Economic Philosophy). We also join various Erasmus+ projects (3 KA1 and 5 KA2).
HCMCOU offers multidisciplinary programs across 13 faculties and schools in business, economics, engineering, technology, social sciences, and humanities. These include 32 bachelor’s programs, 12 advanced bachelor’s programs, 17 online bachelor’s programs, 12 master’s programs, 8 doctoral programs, and 12 international joint programs. Thirty-six programs achieve national and international accreditation.
Our strength also lies in research. In recent years, MOET has listed us among the top 10 universities in Vietnam for publications in Web of Science. In 2024, we were ranked 16th in Vietnam and 410th worldwide in the SCImago Institutions Rankings.
We were among the first in Vietnam to adopt Learning Management Systems in the early 2000s. Since 2015, we have developed a comprehensive online learning ecosystem. In 2023, HCMCOU became QM’s first-ever award-winning institution in Viet Nam, receiving the “Making a Difference for Students Award” for excellence in digital learning. Currently, 9,500 students are enrolled in our online bachelor’s programs across 17 majors, and e-learning has been integrated into most of our full-time courses.
About the Center for E-learning of Ho Chi Minh City University

The Center for E-learning of Ho Chi Minh City University (abbreviated as ELO) was established in 2016. Its founding reflects the University’s mission: “to implement open education, promote equal access to higher education for all, contribute to the development of a learning society, and enhance learners’ knowledge and professional competence through flexible, convenient, and effective educational modalities.” To this end, ELO specializes in delivering bachelor’s degree programs via online platforms.
These programs are designed and developed based on the ELITES principles, the ADDIE model (Analysis, Design, Development, Implementation, and Evaluation), and the Quality Matters standards for online course development as defined by the Quality Matters organization (the USA). The training programs are deployed on modern technological platforms, complemented by an extensive network of partners, thereby ensuring convenience and timely support for learners.
The quality and credibility of the programs have been widely recognized by communities, as evidenced by the growing trust and selection of the programs by a large number of learners. The Online Bachelor’s and Engineering programs currently lead the nation, including 17 academic disciplines offered (en.elo.edu.vn). After nearly a decade of establishment, the programs have enrolled 34 cohorts, with approximately 25,000 students participating and around 3,000 graduates.
In 2021, ELO launched the Vietnam Massive Open Online Courses (VMOOCs) platform, offering free online courses to serve the community and promote community to enhance knowledge and professional capacity. The platform has developed 112 courses, attracting thousands of learners from across the country.
